Even well-researched, accurate, and accessible messaging has limited impact if it does not reach the appropriate audience.</p><p>Many civic efforts struggle because they communicate only within a small circle of already-interested people. Others rely too heavily on one platform, such as social media, even when the people most affected by an issue may receive information elsewhere. </p><p>Effective outreach is not about using every possible method.
